Capacity Building for Private Sector Development

PMTC Zambia, in close co-operation with its parent company Harewelle International, is leading a four year programme to address constraints to private sector growth and development in the country. Significant weaknesses in the public sector institutions and organisations (government and statutory bodies), have been identified as being considerable constraints on the development of the private sector in Zambia, particularly in regard to enabling the creation of small and medium sized enterprises and on attracting domestic and international investment.

Capacity Building for Private Sector Development aims to improve the economic and political environment for private sector growth through public sector reform and capacity building. By working at the meso level, the project is addressing regulatory policy, administration, public/private dialogue, policy, monitoring and evaluation, and institutional reform; creating the legislative and economic environment in which to promote and support private sector development.

The project is working with the Ministry of Commerce, Trade and Industry (MCTI) and various statutory bodies; including the Small and Medium Enterprise Unit, the Zambia Competition Commission, the Export Board of Zambia, the Zambia Investment Centre and the Zambia Bureau of Standards.

To support reforms within the public sector, the project is intending to work with private sector intermediary organisations and civil society organisations, including important groups such as trade unions. (2006 - 2010)
