Technical Assistance for the Rural Water Supply and Sanitation Project - Phase ll
This project is phase 2 of a 5 year, €25 million programme, of which €18million will be spent on supporting the development of over 400 community Rural Water Supply and Sanitation projects, which in turn will help to improve the socio-economic conditions of rural communities within Papua New Guinea. The project is aimed at establishing community run and sustainable projects that will improve the lives of rural communities long after the project has finished.
Building on the recognised success of Phase 1 (also led by Harewelle International/ULG), the programme aims to considerably scale up the operations undertaken in the initial phase, while maintaining its focus on a Community Development approach to engender community ownership and responsibility for maintenance of RWSS schemes, as well as providing essential training in health/hygiene, gender awareness, people and technical skills to support the installation and maintenance of the RWSS schemes. Implementation is facilitated through the allocation of competitive grants to Non State Actors (NSA), mainly NGOs, community based organisations and private sector enterprises.
The €18million that has been designated to support these programmes will be allocated through competitive calls for proposals. Harewelle International’s Project Management Unit (PMU) is responsible for running the entire grant making process: writing the terms of references, evaluating proposals, financial management, ensuring due diligence, and implementing monitoring and evaluation. Making sure that the projects are effective and that the grants are spent effectively and efficiently is paramount to the overall and long-term success of the programme. Working closely with NSAs and local communities, the PMU is undertaking a large capacity building programme to improve domestic and local project design and management, monitoring and evaluation and financial management. By working with these groups Harewelle is not only helping to engender local ownership of the projects but is also helping to improve programme effectiveness by improving project delivery and accountability of participants.
As with all donor funded projects effective programme management is essential. Harewelle International is responsible for the overall management of the projects and has established a highly skilled and experienced PMU within Papua New Guinea which is supported by a team in our UK Headquarters. The PMU is responsible for the day to day management of the project, oversight of the grant distributions and for providing monitoring and evaluation of all funded projects. In addition to undertaking its own programme management duties, RWSSP2 is providing capacity building support to the NSA, NGOs and local communities that receive financial support from the programme, enabling them to improve their own programme management processes.
