Joint Annual review of the programme for Luapula Agricultural and Rural Development Phase II

PMTC Zambia were contracted recently to undertake the “Joint Annual Review of the Programme for Luapula Agricultural and Rural Development Phase II (PLARD II)”.

Photo by Jim ParkerJim Parker, a PMTC/Harewelle consultant led the review and represented the Ministry of Foreign Affairs of Finland. He was joined by Louis Chikopela, Principal Agricultural Officer and Mary Michelo, Economist, representing the Ministry of Agriculture and Livestock (MAL), Government of the Republic of Zambia.

The team met with key stakeholders including Provincial and District MAL staff, Programme Support Unit members, representatives from community groups, input suppliers, NGOs and private livestock, crop and fish farmers, in Lusaka and in three districts of Luapula Province (Nchelenge, Kawanbwa, Mwense and Mansa). At the end of the field visits, the team presented their preliminary findings with senior representatives of government, non government and private sector organisations at a workshop in Mansa.

The final reporting included the writing and distribution of a draft report and a further de-briefing workshop with a number of MAL Directors in the Ministry HQ. The key recommendations were included in an action plan that will be re-visited in 6 months time.  This will be the half way point between this review and the Mid Term Review.
